Is it true that most black Jamaican men don't perform oral sex on their female partners?

Well, I wouldn't say ';most';. But there's some truth to it still. Being that Rastafarianism derived from Jamaica, that portion of the religion basically just teaches that the female/male genitals were made for one another. (NOT mouth, lips, tongue, or what have you.) So because maybe ';most'; black Jamaican men are Rasta, they have reason to not perform oral sex.
